Why computer is not an optional subject in IAS and OAS?

Hi,
I have just now viewed the OAS 2011-2012 recruitment PDF at OPSC.nic.in. It is with great pain I am asking this question that, why in this whole India computer is not a choice of subject to appear administrative service exams. I have seen many questions about asking whether it is true or not. But, I am asking why? why not?
